Dr. Raymond Francis Sarmiento is a physician-scientist and renowned digital health leader with over 16 years of experience in biomedical informatics, public health systems, innovation in business, and AI-driven healthcare solutions. He combines clinical insight with technological expertise to deliver scalable and sustainable innovations.

As chief operating officer, he drives strategic growth and operational excellence across the organisation. He was recognised with the 2019 Outstanding Young Scientist Award for Public Health Informatics by the National Academy of Science and Technology – Philippines and was the 2020 The Outstanding Young Men (TOYM) honoree for medicine.

He has worked closely with the DOH, PhilHealth, WHO, CDC, ADB, and the World Bank to develop and implement key national policies and digital health programmes. Dr. Sarmiento holds an MD from the University of the Philippines College of Medicine and completed postdoctoral fellowships at the US National Institutes of Health and the Centers for Disease Control and Prevention. He also holds advanced certifications in AI and data science from MIT.
